How do you write over a picture in word

I would like to type to the right starting at the top right of the picture so I type picture and text side by side like a webpage. On the Page Layout tab, in the Page Background group, click Watermark. I've selected text wrapping on picture as through.
Once you have a picture where you want it, with the right sort of size and wrapping, consider locking it in place. After you have inserted a picture or drawing object into a Word document, you can use a variety of tools to position the item relative to the page and text. Select the picture that you want, and then click Insert. Where it says Scale, lick the drop down arrow to choose a size for your picture. Check the Picture watermark section, and then click Select Picture button. An object picture in Word cannot span more than one page. While formatting just ensure that brightness and contrast are adjusted.

I can write and show it to them using the onDraw method on the preview of the camera. Now the cursor is on the lower right side of the picture. When I try, I either get the text box and the pic disappears, or the pic is there but I can't write over it.
